Fuseable Link

Heres a dumb question.
There was some discussion here recently
about the fuseable link.
I installed a new one some time ago.
I wasnt sure to which way to install it.
So I installed it with the flap opening up instead of down as I thought
it would provide better protection from spills from filling the
radiator,brake and hydraulic reservoirs.  If you install it opening down
there are 2 openings on each side where stuff can get in.
How was it installed from the factory?
Also what is the extra screw holes for?
Are they there to put a spare fuse?
