Amazing what five seconds with Google.com turns up :-)

Note that in some places, unmarked vehicles are not permitted to
engage in traffic stops and such, for precisely the impersonation
issue.

It's amazing how quickly impersonators are caught.  Many years ago in
high school, two classmates decided to have a little fun with a
flashing blue light- they'd pull someone over, then zoom by them.
They scored a big hit with the local hoodlum, but then made the
mistake of trying the same trick on(unbeknownst to them) an off-duty
town cop, who promptly called in to dispatch and had them arrested
within a few minutes.  The funniest part was that one of 'em was the
boyfriend of a friend of ours, and she stopped seeing him on account
of "sheer stupidity".
