It does- it's just hard to turn with it stuck up through the IM.  It 
should also be a little harder to turn once tightened onto the FPR.

If it doesn't leak- don't worry about it :-)

By the way, the washers are generic and any VW dealer has them, if 
you can't find a parts store.
