A leaking vac hose (or a tear in the BPV bellows material) acn 
prevent the manifold vacuum from fully retracting the bellows valve 
when you go off-throttle. If the valve is able to open only slightly 
(rather than full open) it might cause the (bypassing) boost air to 
make a "whoosh" sound as goes past--towards the turbo inlet. I 
suppose that same tear in the vac hose could account for low boost.
