91 200 20v No Start :(

Ok, I investigated and the big bolt wire has voltage all of the time, the
red line only has voltage when the key is tured to the start position, but
if I use pliers to bridge between the two, the car starts.  What do you guys
think? maybe not enough voltage on the red line? it is somewhat frayed, but
still attached.

Depending on the environment in which you drive and the age of the starter,
one candidate for this behaviour is the un insulated braided copper lead
that goes from the solenoid to the field windings on the starter.

I had a similar situation - start one day, NOTHING the next, no click,
nothing.  Lights, everything worked ok...could not jump start the car,
swapped batteries, etc.
I finally crawled under the car and saw that the winding had disintegrated.

In this case you need to remove and replace the starter.

I'm attaching a picture of the starter with the braid highlighted.
