Either the factory 1551 tool or VAG-COM will do the same thing- they
will both show any diagnostic fault codes and there are 10 channels of
real-time data that can be monitored.

Your shop is correct in that the diagnostics on a '91 200q20v are
primitive compared to the later cars, but there are a bunch of
possible fault codes.

VAG-COM is an emulation program invented by Uwe Ross-
www.ross-tech.com. His program is a very inexpensive alternative to
purchasing the very expensive factory tool. The factory 5051 tool is
megabucks now- $6k+?

Some more unusual issues are not dealt with- I had a low boost issue
that ended up being an altitude sensor failure, very odd.
