Bruce,
The compressor will run all the time, with Ign on, if the supression diode
in the AC relay driving it is shorted, one of two failure modes for this
component.  You can replace the diode in the relay with a 50V,2A or better
diode from Radio Shack for about $0.25.  BTDT.
