Loss of power

I can no longer make power above 10 psi, kinda bogs down and makes a heavy
fluttering noise, rough idle too. All vaccume line have been replaced, lower
turbo hose is samco, new o2, clean isv twice now, new distributor, newer
incercooler, new vaccume line in ecu, new boost gauge line, waste gate hose
is good, manual boost controll (n75 is still connected, zip tied up). Any
thoughts or suggestions?
