Distributor gear replaced, no start

Tried to take some pictures but my camera can't cope with the situation.
So...
I have the spark plugs out and am moving the car in gear to rotate the
engine.
I have the 0 mark on the flywheel in the transmission housing window.
Here's what I see:
-on the trans housing:
---the flat or step edge
---a line or hash mark about 1/4 inch from this edge
-on the flywheel
---the 0 mark
---a line or hash mark directly above and centered on the 0
Prior to disassembly I had the 0 lined up with the hash mark on the trans
housing.
In this orientation, the flywheel 0 hash mark was positioned underneath the
trans housing lip.
I now have the flywheel 0 hash mark lined up with the step edge of the trans
housing.
This orientation seems to be the most consistent with teh SJM link and
Bentley pix.
With a long thin screwdriver, I can tell that #1 pistion is all the way up.
The distributor rotor and hall rotor hash mark are both pointed toward the
front of the car as they should be.
If this is true TDC, then I do need to rotate the dist housing a bit to line
up the mark with the hall rotor mark.
Is this true TDC? Do I still need to address cam timing?
The physical relationship between crank and cam has not changed so if I have
the dist rotor in the #1 position and the flywheel marks in the TDC position
and the #1 piston all the way up, doesn't this indicate that the cam timing
would be correct then? Both valves closed for the ignition event?
