AC recirculation flap issue 91 200TQ

With the impending heatwave I finally topped off the 134 in the AC system as
the comp was cycling. 

 

Lowest temp I can get is apx 60F. Upon further investigation I believe the
recirc flap is not working correctly. It does open and close upon changing
settings, but in AC/Auto/"Low" mode the inside flap is closed (meaning system
is getting fresh air?)  

 

Spring, vacuam servo are good as door opens and closes correctly, maybe just
not at the right time. Other than flap being in correct position all settings
work as they should.

 

Thoughts, ideas? Going to run CC diagnostics tonight hopefully that will
provide some sort of "clue"
