Sagging fabric/headliner

When opening the sun/moon roof on our cars there are two ways. One opens
a small flap for some air and the other slides the whole thing back. The
"headliner fabric" on the small flap on my car has come loose and is
hanging down and ugly.
A bit of research on separated healiner fixes indicates that you can't
just glue it back up because what has really happened is that bond
between the fabric and it's foam backing has separated and the foam is
now stuck to the flap and all crumbly and impossible to glue to. So, it
seems that the only fix is too remove all the crumbly foam from the flap
and get new foam backed fabric and glue it on.
That means ideally, removing the flap to make it easy to clean off all
the crummy deteriorated foam stuck to it and glue on new headliner
fabric, which to me looks complicated.
