steering rack questions

Hi all,
 
I filled up my pentosin about 3 weeks ago, and my brake light is on again flickering... so level is getting low, meaning rack is leaking more than it used to.
 
Couple of questions: 
How long/$$ is the labour to replace it?
 
What is the better way to go between buying a used one from a parts car and risking the same problem happening anytime or forking out the cash for a reman or a new one?
 
Do you guys know any good shops in northern VT?
