stuck seat belt

I had this problem in my previous Avant. I found that if I put my hand
behind the belt and just kept gently "slapping" it against the lock, it
would eventually work it's way out far enough that I could return the
seatback to its full and upright position (to borrow from the airline
industry).
I never tried to fix this and it has never happened on my current Avant.

Hi,
On the morning of my safety inspection, I decided to lift up the rear seat
in order to access the battery. No can do, seat belt does not allow me to
bring the seat back up more than 45 degrees. Can I do something to get it
unstuck?
Also, does anyone have a working lights/wiper/flasher switch assembly?
