Rear brakes locked

Hi all, went to do some work on the car today, battery was dead, so I figured I'll just push the car the 5 ft or so to give me some comfortable working space. The e-brake handle  has no resistance to it and the rear brakes stay locked. I noticed that the spring from the trap arm to the brake pressure regulator is missing as well (anything to do with it?) Before I took out the bentley and started taking things apart, figured I can save a few steps and see what you guys think. Thanks
