I appreciate everyone giving me input into what might be causing the
no-start condition. It is very comforting to know that there are fans of
the 200 TQ 20v out there that will respond like you all did. I'd like to
repay that kindness and the only way I can think of to do it is to offer to
have the newly purchased Vag-Com (version is VCHUC HEX-USB+CAN ) available with the older car 2x2 electrical adapter and a laptop. So if any of you are in my region of NH and would like a Vag-Com connected to your car at no cost, I am here 5 miles south of Lebanon, NH. (Or about 4 miles from Whaleback Ski Area near I89, exit 16.)

from Tony Hoffman:  Glad to hear you are making progress. Yes, there are still a
pretty good bunch of us old-school Audi guys around. Glad to hear
about you offering Vagcom. As the word gets out, there will be plenty
of people who can use it, both on the older ones, and the newer ones.
Actually, there are probably a couple of guys on the Audifans V8 list
that need their airbag light reset. I have the lite version, and it
has worrked for everything I need (that is, I mostly work on customer's
OBD2 '96 and newer) in the past, but will probably upgrade to that
version you have eventually. There are certain things I can't do with
my version, such as coding convenience modules and what-not.
