 Prestone citric acid based cleaner would not harm heater core but it may have removed the rust and scale plugging holes in the abused core.
No excuse for rust and scale deposits in the cooling system with proper coolant maintaince.
For flushing, use oxolic acid (wood bleach from paint store) for rust.
TSP for oil in cooling system.
Short of replacing core, add cooling system snake oil (CS sealer) to new coolant and drive the SOB.
