You might call the Audi Dealer with your VIN & ask if there are any open recalls...
1997 Recall Campaign KF was launched for replacement of the Air Bag Sensor Module...
I performed many of those Air Bag KF Recalls & as I remember if the Clock Spring was bad (causing light to stay on) it also was replaced during the Recall...
Good luck, Randy
P. S: I just read the Campaign notice & it says:
"This recall service must be performed by the servicing dealer irrespective of mileage, age of the vehicle or where it was originally sold"

Subject: Airbag clock spring or later model steering wheel that will work...
To: <200q20v at audifans.com>
Our 91 200q20v avant has the airbag light on again. It is the clock spring in the steering wheel. We replaced it once before with a used one. I don't believe we can get a new one. Are there any good options for this? Any later sport steering wheels that may work?
thanks in advance
Craig
