ignition key / sterreing lock is acting up

The key behaves spring loaded between off and a middle position - significant spring loaded sensation to turn off.
At the same time it does not return from very far right starter on position when released after starting the engine and requires manual operation back to ignition (headlights) on position.

Is this a problem in the lock cylinder or steering wheel lock mechanism?
