[A4] removing tie-rod end

Well I thought everything else was loose.
Now I can't get the tie rod end off the inner tie rod. I have the 22mm
lock nut loose. No problem at all. I a good hold on the 18mm nut and
am holding the TRE threaded part with vice grips but I can not get the
TRE loose from the 18mm nut. Am I missing something here? Is there
some other locking system that I can't see? I don't want to use heat
here or I'll fry the rubber boot over the tie rod.
Other than putting a pipe on the 18 mm wrench to get some extra
leverage, anyone have some better ideas?
I'm up to about three hours now!
