Sure it's not both? I was pretty certain that it specifies to set BOTH upper
arms at the proper angle to match vehicle rest height.
As an FYI to anybody out there that hasn't changed their upper arms yet: It's
a sorta annoying job because Audi assembled them in such a way that the
securing bolts can not be removed without removing the entire strut assembly
from the car. If you re-install the bolts the other way around (bolt head
closer to the spring) you can in the future remove the arms without pulling
the strut assembly.
