Yes, the top cover can be removed without pulling any belts ... the two hold
down screws are between the cover and the radiator and have 6mm hex holes
for an Allen wrench.
Since I haven't heard the "song" I can't say whether it is an idler or not
... I'm also wondering if the engine on the '82 Coupe even has an idler
pulley (it is a 5-cyl, correct?). What your car is probably trying to tell
you is that it need the timing belt and water pump replaced ... the water
pump is the tensioner for the timing belt.
