[ba] road repair trench = tire damage

Thanks to the tip from Steve, I was able to find the right people
to talk to.  The County Roads and Airport department referred me
to their "Risk Management" guy and he is sending me the claim form
and instructions.  Fingers crossed!

Now I need to have my wheels checked to make sure they're not
out of round, and see how many tires to buy...
