[BiturboS4] S-03 tire noise and vibration

The end of last year, I replaced  the P6000s with S-03s.  After a month
I swapped out my other wheels with Dunlap Winter Sports.  It was then
that I realized the tire noise of the S-03s.  It must have been slowly
getting worse because I did not notice it.  I had the guy who swapped
the wheels, take a look and he noticed that the edges of the S-03s are
"cupping".  It appears to be front and rears but I can only hear the
fronts.  I have not had an alignment since I bought the car two years
ago.  It drives straight.  There was not uneven wearing on the P6000.
The Dunlaps did not wear unevenly or have any sound.

The noise does not seem to be getting any worse.  It is at its loudest
at 50 mph.  You can feel the vibration in the dead pedal all of the
time.

I bought the tires at TireRack.  They were shipped to the store to put
them on.  It is a reputable store.

So here are my questions.

1.  Has anyone heard of this?  How might I fix it?

2.  Who should I go to for a resolution?  They are all going to point to
another.
