The biggest challenge to getting high end off of a cassette is azimuth 
alignment. If the head is out of alignment, it will kill 2-3 octaves of 
high end. Problem is, the deck you made the tape on could have been 
out. When cassette was "king" Nakamichi made head units with a front 
panel knob for azimuth alignment that was just as big as the volume 
control so you could tweak it for each tape.

If all your cassettes are muffled (and you've cleaned like you said and 
Dolby NR is off) the player probably needs an alignment, but I can't 
imagine any auto shop having a clue how do do this. All you do is find 
the screw on the head mount that "tilts" the head azimuth, and adjust 
it for max high-end. But with the head buried inside the mechanism, 
there's probably no way to get at it without pulling the stereo out 
(then how can you hear the results!).
