You need to put a load on the engine and produce higher boost readings. The readings that you produced earlier were at low RPMS. You need to log VAG blocks 003 and 115 at 3k - 5k rpms to see what your chip is really doing. 
 
I have a GIAC-X chip that spikes to 1.3 MBAR and tapers back to 1.1 -1.2 MBAR in the 3k -5k RPM range. I do these runs in Tip mode, so I can hold the powerband in 3rd gear longer. If you have a 6 spd, you need to be doing these runs in 3rd gear almost to the redline. See what numbers VAG-COM produces during these runs. 
 
You said that you have no (obvious) boost leaks, so you should have no problem going WOT to the redline. 
 
What chip is installed in your S4?

If I am 'only' reading 1890 as max boost, minus atmosphere, that gives me .9 
bar

being chipped I *should* see over one bar, but Vag-Com parameters list 1880 
as max - do you know if there sensor reads above that?
