[Biturbos4] Seatbelt behavior

Thanks! I kinda queried it because I popped down to the dealer and
tried it on the most recent A4 and A3, and both of those *didn't* do
it, so that the seatbelt could be moved around. Of course, if they
were pulled sharply, then they locked.
