I respectfully disagree. Gutting the downpipes is not a requirement. 

It is a good idea to reduce backpressure on the turbos and the entire system to go with piggies and a catback, but again, not a requirement. In fact, you could (and I know several people who have) run the stock exhaust on a stage 3 setup. Again, not the most efficient and it will increase the backpressure, but it has and can be done. 
So, again, not a requirement in that if you don't do it your car will blow up, but it is a great idea.
