[Es2] Cleaning and painting the engine questions...

I have a generic engine cleaning question for
everyone.  I will be in the process of rebuilding my
3b engine next year and want some opinions and input. 
A number of people (including Ben) have sandblasted
all parts and then painted the block black.  Is
sandblasting necessary before painting or will a
thorough cleaning be enough?
