89 100 cold start valve

The cold start valve runs constantly anytime the key is on the run
position.....doesn't have to be on the start position to spray fuel. I
checked the continuity of the ground wire from the injector to the FICU and
found it to be grounded all the time, even when the harness is disconnected
from the FICU, so of course will spray when the key is at the run
position........causing flooding at idle. I connected a temporary ground
wire from the cold start injector directly to FICU pin 16......it then
sprays fuel only when cranking, as it should..........BUT it won't start. I
then connect the original cold start ground wire and it starts right up but
flooding , especially at idle. My wiring diagram shows the ground wire
going directly to FICU pin 16 with no other connections, yet it won't start
with the original ground disconnected (and a new wire in place of the
original).......is my diagram incorrect.......does that ground serve
something else as well?
When the ground wire gets to FICU pin 16 how does it get the ground from
there? I would assume the circuit from pin 16 goes to one of the two direct
grounds......pin 18 or 35
any ideas or BTDT's out there:)
