About all I can add is that you won't be able to measure
the duty cycle at the FV itself.  You have to measure it
at the ECU end of the resistive wire (ie. at the ECU or
the test connector) and the FV must be plugged in.  I'd check
the voltage at pin 8 of the ECU with ign on, and during
the relevant output check.  Try the AC range on the meter as well...
