HVAC fan doesn't blow till coolant temperature reaches a certain warmish 
temperature except in defrost mode.  If fan doesn't start immediately in 
defrost, you may have a problem with the temperature sensor in the A/C 
evaporator box air plenum or you may have a blower motor exhibiting first 
symptoms of brush/bushing failure.  Check to see that you have power to the 
wiring supplying the blower motor.  If you do, then it's the blower motor.
