How big are these holes? If you're talking about something like quarter inch
diameter, then go to your local auto parts chain type store, and look
for the aisle with all the plastic trim bits. There are these black plastic
plugs that are shaped like a mushroom, with a black textured top finish,
that works great for this purpose. My friend has a VW Jetta GLX that
I did this to. His whole bumper is red, so I painted the plug to match.
Looks very good.
