As far as the US government is concerned, as qualified for domestic
content (hence breaks from the now discontinued "voluntary" import quotas
from Japan), yes.
Now Japanese and German makers have found that US labor rates and
automation makes it cheaper to make US bound cars (and some cars made for
export back to the "home" country) right here. Saves on shipping too.
Moreover, if the home country (head office) were to be the sole factor of
determining whether a vehicle was imported or domestic, then we'd have to
call Daimler-Chrysler Minivans "german" cars, which would make them a
little too closely related to our Audis (MAC).
