Hella lighting (4kq)

After the snow storm on Tuesday night in PA, I definitely need to do
something about my lights.  I know this topic has been beaten to death, so
please bear with me.  From some of the old posts it looks like the only
decent way to upgrade my lighting situation is put in Hella European lights.
Right?  It seems like everyone always talks about the H4/H1 lights (pretty
pricey at $300/ea).  What about the H4 lights?  They just replace the stock
lights, so then you don't have to move the turn signal like you do with the
H4/H1 lights, right?  Where does the turn signal go when you install H4/H1
lights, anyway?  Is the Blau wiring harness worth $150?  All of these Hella
lights are illegal for normal street use, correct?  Has anyone ever gotten
caught when it comes time for inspection?  Any gotten pulled over?  I'd hate
to spend a few hundred dollars only to have to tear the lights out.  Thanks!
