I was thinking about this yesterday and two factors occurred to me.
Probably useless ones, two...
1. when cold, electrical motors and such have lower resistance - hence
draw more current (this would only really explain a problem at the
higher settings)
2. perhaps the fan bearing is getting a bit gunky with age - and the
gunk is thicker or stiffer when very cold, forcing a higher current draw
then.
other than that I am no help. I suppose you could try swapping the fan
to see what happens.
