Unintended acceleration

Kinda dumb question but this got me thinking, on
vehicles equipped w/a rev limiter couldn't you clutch
it (or shift to N for the auto guys) if needed. . .
like to coast to a safe stop if perhaps the brakes
won't hold you back enough?
  Dumb question #2: are the 4kq's equipped w/a rev
limiter?
