[urq] Adjustable wastegate adjustment

Both of the caps I have are as you describe. That's why I said it was so easy.
I had the cap already off, but would have had to remove it anyway, as the 
bolt was _really_ locktighted in there. Once free I used a bolt to lock it in 
position.
First drive showed slightly more boost on the inaccurate dash gauge. 
Performance feels slightly better, but it seems to start harder both cold and 
warm. What would cause that?
