The continuing adventures of air powered cars…

Could someone lay my worried mind to rest?  I recently took the pass side 
lower dash off to check the infamous “splice” (on my way thru the sjm bible) 
and make sure the heater flap was closing properly. Driving around with the 
dash off, I notice a “buzzing/whirring” sound from the little doo-dad 
mounted high in the kick panel. It “whirrs” for a second or two, every few 
minutes. It has a distinct “pumping air” sound to it.

Is that normal or busticated? What IS that thing? It has a multi pin 
electrical connector and some small vaccum / air lines going/coming to it. 
My bently is on the way, so I thought I’d ask.
