Not quite.  "Bar" is used as a measurement here, like PSI, Inche, miles
etc.  It doesn't mean that anything measured is due to "ambient" 
pressure, and yes how the scale is derived.  One bar is the air pressure
at sea level, and the gauge/readout is calibrated at O bar.  So when your
readout says 1.2, it's indicating 17.4lbs, not 2.9 lbs which your
scenario indicates.
