Hi folks -
Just wanted to say thanks for the advice and that the problem has been
solved.
My 4kq after starting was idling between 1800-2500 RPM, rising and falling.
After warming up, it would race up to 4000 and stay there. If I poked the
throttle it would fall back to the 1800-2500 rev dance.
There were two problems: the first was a cracked and collapsed vacuum line,
the one that connected to the ICV and then runs parallel to the throttle
body. That was causing the oscillations in the revs.
The second problem was a sticking throttle butterfly, which caused the motor
to race.
We didn't have time to replace the vacuum line, so a shot pipe was inserted
inside of it with holes drilled in line with the other hoses connecting to
it. Then the throttle body was disassembled and cleaned.
Idles at 800 again, no racing. Purrs like the proverbial kitten now.
Off to abuse the car some more at the Pine Barrens Express rally in New
Jersey now.

PS I now have a spare Idle Control Valve if anyone needs one ...
