    To run a BOV in the configuration you are attempting, you need to put a 
one way valve in the vacuum line to the top, that way, at idle, the valve 
will not open up.  Realistically, however, CIS cars do not like BOV because 
of an extemely rich condition caused by venting off metered air.  A by-pass 
installation is a better way to prevent boost spikes while shifting...
