MAC-11 boost map and boost checking

Hi everybody!

According to SJM web site:

     The MAC11 uses these boost values:
     RPM
     1000 2000 3000 4000 5000 5500 6000 6375
     Boost map value
     1.04 1.35 1.4 1.4 1.4 1.42 1.4 1.4

The car is 200tq 89 all stock.  Should I see these values on the  boost
gauge driving  WOT (for example,  should I see 1.4 bar at 3000rmp)?
 It seems to me I can get 1.4 only above 4000rpm.
