1992-1995 100 (A6) V6 2.8 Water Temp Gauge / Oil Temp Gauge

I'm concerned about the temp reading in my car.
The range of the guage is from about 10 to 2 on a normal clock face. My gauge only moves a little, and never goes beyond 11. It never reaches the
thicker line at 11:30, which I assumed meant Normal Op Temp.
Also the Oil Temp Gauge doesn't really move and stays at just over 60Deg (Celcius), which is almost no movement at all.
The car takes very long to heat up from cold start (according to the gauge), more than 10 minutes, even though it is summer here now.
Is all of this normal or do you think there could be a problem with the thermostat? If it could possibly have been removed by the previous owner, what
kind of problem was he trying to hide?
P.S. The black face of the water heat gauge has been shriveld up a bit and torn slightly, at this tear the instrumentation light shines through, I
can't think how it got this way, all other gauges appear fine. Any ideas?
