Two dead tires, cracked rim, and who knows what else...

Virtually all road construction contractors have insurance for this and/or 
the municipality/company that the worked is being done in/for carries road 
hazard insurance just for these eventualities.  Get a couple estimates and 
call the GM of the construction firm (his name will be on the big sign in 
the construction zone).

On the "yeah, right" side, I personally don't care how fast you were going 
but 10mph in your car ain't enough to launch you a few feet in the air, 
unless you have "jump shocks" and time it right...  :-)  Only admit to the 
speed limt....
