The less expensive solution is to convert the front brakes to a normal
type disk and caliper setup.  This will involve also changing the front
strut assemblies.  It's still less expensive than buying replacement
original parts from the dealer.

This type brake was only used for a couple years starting in 1990, and
was used on the V8, and the 200 Quattro with the 20V turbo engine.  

After you look at one of your front brakes with the wheel off, you will 
understand the problem.  Your brakes are an internal caliper design
that uses a unique rotor, caliper and brake pad.  The good part is that
when they are in decent shape, they are very good brakes.
