Dash lights

Good evening, all....

I have a problem with the dash lights on my 1991-100.  Whenever I turn on
the parking lights or headlights, the dash lights seem to malfunction.  Both
turn signal indicators light up, the high beam light glows with low beam and
goes out on high beam.  Also, some bulbs in the middle of the dash go out.
When I turn on a turn signal, the high beam light flashed with the turn
signal indicator.  Do I have a bad relay, and which one, or is it a bad
circuit board.  Some help on this, please.
