You're right in that there are xenon lights that don't use
projector lenses. You're also right that they are much lower
power consumption and more efficient in using that power.
Lots of cars have projector lenses:
1st gen Lexus ES300
Infiniti J30
Nissan 300ZX
Toyota Supra

current gen Lexus GS

all A8s sold in US
Primarily, brighter lighting and power efficiency are the reasons
xenon lighting is becoming popular w/ automakers. Whether people
think it looks cool or not is not important to me. That is why so many
people buy those "xenon look" bulbs for their cars. It looks stupid to
do that, if you ask me.
Xenons are used for driving lights, not fogs. I think you're probably
right about the unsuitability of xenon lighting for fogs- the scatter
would probably be worse, which is counterproductive.
I still believe that the conversion of a car to xenon lighting when the car
was never designed for the system is not advisable. Unless you have very
well designed, focused lens/reflectors, xenon lights will create an immense
amount of glare for oncoming traffic. That is a safety hazard.
