If I understand this correctly, the problem is with the outer portion of the
tire rubbing on the inner portion of the fender (the lip)....
If this is the case, it can frequently be remedied by rolling the fender
lips it can be done crudely by using a bar or baseball bat, etc. and the
tire as a fulcrum point, however I just saw a post from one of the guys on
the BMW 2002 Message Board that Tire Rack has a tool to do the procedure.
It mounts to the hub and does the work with what looks like a urethane
roller - pretty slick. The story goes that they lend the thing out for free
(deposit required, I'm sure). That free deal is probably based on the sale
of the tires and wheels , however.
