    Chris, by pinching the wastegate line, you have likely cut off all the 
flow to the wastegate, esentially running the turbo with no control-that is 
why you are overboosting.  The proper way to go about this is to use a valve 
to restrict the flow, slowyly, and in steps till you get the desired amount 
of boost.  A small brass valve will work well for this application.
