Nope, the outer side inner race will always be stuck to the hub.  What Erin
said is correct, the race on the hub can be a real pain to remove.

The VW/Audi tool to remove the race has very narrow parts to fit into the
space available -- I assume they are suitable hardened, too.  A normal
puller's "hook" is mostly too wide to fit into the space.  I have always
gotten lucky with a minimal grip in the race.  If the puller ever slipped,
it would be grinder time for the race, and likely a new puller as the hook
would be rounded :-)
